Joanne Moorehead is the Executive Director of the Virgin Islands Office of Cannabis Regulation, where she leads the implementation and oversight of the Territory’s regulated cannabis industry—including medicinal, adult-use recreational, and sacramental programs. In this role, she provides strategic leadership in policy development, licensing, compliance, and stakeholder engagement to ensure safe access and effective regulation. Joanne brings more than 20 years of experience in public service, nonprofit administration, and entrepreneurship, including prior leadership roles as Chief of Protocol in the Governor’s Office and Public Information Officer at the Virgin Islands Territorial Emergency Management Agency. Her diverse expertise in governance, communications, and community relations uniquely positions her to guide the sustainable growth of the cannabis industry in the Virgin Islands.
